Probably this[1]:

I'm not sure I've fully understood the comment, but I think it's related
to the principle of putting the 'default action' item as the first one
in the context menu.  We're conveniently ignoring this rule, but still
the context menu is sometimes rather long.  Not including 'Back' in
every menu is helping to keep the context menu size more bearable.

The thing is, Marco designed the context menus initially and we haven't
much bothered with them since.  However, I feel we should be trying to
keep the context menu as short as possible.
