We're trying not to make a difference between opening a new window/tab
in general and opening it the very first time.  And judging from the
comments that's not really the problem.  Instead we should just not be
considering popups when picking the last visited page.

FWIW, you can easily change the Galeon launcher to run 'galeon
http://home.page/' instead.
