It does not.  I believe that only has to do with shortcuts as for
example that Ctrl-N opens a new Window and Ctrl-T opens a new Tab.

I'm talking about what I think you call the "Location Window" where
you type in a URL.  Also, windows that are presented by the web server
for one to enter text act the same.  On my Debian box in these
windows, if that is what you call them, Gileon until early this year,
Mozilla, and most applications that I am familiar with where one types
text, such as a terminal window, all acted the same by default as when
one types into a bash gettext.  In particular C-e moves the cursor to
the end of a line, C-a moves to the beginning of the line and so on
for perhaps about 2-3 dozen keyboard gestures or keyboard idioms that
allow one to move around, enter, and edit text the same way.
