Enabling Emacs bindings from gnome-control-center should help somewhat,
but there's a problem the HIG is wildly conflicting when it comes to
standard application shortcuts and Emacs keybindings.  Ctrl+A is both
Select All and Move to BOL, Ctrl+W is both Close document and Cut to
clipboard.

And basically we don't even have a say in this; the shortcuts we define
(following the HIG) for the menu items are automatically handled by
bonobo/gtk/that-guy-in-the-basement, it would require extra workarounds
with emacs bindings (assuming it's even possible.)

So yes, the answer is "it shouldn't be our problem, it should be handled
in a lower level."  Unfortunately there just doesn't seem to be anyone
using Emacs bindings bothered enough to actually fix it, work around it,
or declare it unsupported :-/
