It's another one of those compromises between features and HIG.

Sorry, I shouldn't have brought it up, it's just an implementation
detail.  What's more important is that should the workspaces be
remembered, if so then we'd just need to fix that.

It all depends on what people expect from a session.  Considering how
Gnome session is handled, that preference sounds an awful lot like an
unbreak-me-please preference.  Then again, others seem to be considering
it simply as a set of tabs in one window.  The word 'session' is getting
too overloaded, IMHO.

It's still pretty unknown for what purposes are you using sessions.  Are
there use cases in which saving the workspaces is needed?  Are there use
cases where saving multiple windows is needed?  Or is the bottom line
that you just want to be able to save and restore all tabs in a window?

Yes, I guess those are obvious choices.  But again, the Open folder in
tabs already seems sufficient for the task, at least for some.
