You're the first one to mention it, as far as I recall.  There is
supposed to be a Help button there, but it wouldn't do much good at the
moment as there are no docs to show :-]

No, not yet.  In epiphany, last time I checked, one option is labeled
'System language' and its value depends on current locale.  I have mixed
feelings about that, while it's good to have the accepted languages
based on locales, that 'System language' seems confusing.  Wouldn't it
be sufficient to localize just the default accepted languages list?
