This does look like a mozilla problem, as I shall explain:

Using a test case I made at http://patches.theflowerdays.com/test2.cgi
if the submit worked both the RAW and ENC should appear identical.

You can reproduce this problem by:

1) Set the encoding (in the preferences) (in either galeon or mozilla)
to iso-8859-2, then exit the program

2) Delete the cache directory (rm -rf ~/.galeon/mozilla/galeon/Cache, or
the equivalent mozilla cache directory)

3) go http://patches.theflowerdays.com/test2.cgi and hit "submit"

4) The RAW and ENC fields will now be different showing the problem.

Interestingly the encoding that the page is now using (iso-8859-2) is
sticky and the only way to change that seems to be to delete the entire
Cache directory (clearing the cache didn't seem to work for me, but
YMMV)
