New tab/window manu item exchanged

After an upgrade from 1.3.14 to 1.3.16 I've noticed that in menu activated with right mouse button new tab and new window items are exchanged... As the redult my acquired in previous releases habit causes to constantly open new window instead of a tab. Was this change somehow necessary or somehow motivated?
