Thats because Galeon doesn't use this config variable (it is mozilla
specific). Try changing the /apps/galeon/Browsing/History/expire gconf
key, e.g. to save 50 days of history:

gconftool-2 -s -t int /apps/galeon/Browsing/History/expire 50
