and if there was a way so that everyone can easily adapt their menus to
their liking - while still keeping it useful...
Most users aren't good interface designers ;)

Word etc. on Windows has a big menu editor and such stuff, but only
freaks use it... Drag'n'Drop is too difficult it seems.
So Microsoft "invented" (?) these menus with priority items and extended
items, that just appear if you click the arrow at the end.
But afaik (i have only seen these word versions a couple of times) the
extended items become priority items after you used them _once_.
And so people end up with the same cluttered menus as before.
(Correct me if i'm wrong and word behaves differently)

Another approach i can imagine (and i think one that is quite
promising) are menu themes. Does anyone know an application that used
tried this on a large scale?

People understand the concept of themes, and hopefully also understand
that it is about what they prefer... And i could imagine apps to have
different menu themes such as "Simple", "Work", "Fast", "Accessible" and
"freaky complex". I guess most beginners will indeed choose "Simple",
"Fast" and "Work" here, and the "Accessible" Menu (which could for
example contain a big zoom button, or galeon's stylesheet options at a
prominent place) certainly is an improvement for some users.
This menu-theme could even be set on a gnome-level (overrideable on a
per-application level maybe)
That could even eliminate the need for a toolbar editor included in the
applications themselves: How many different toolbar layouts are actually
used?  I guess the biggest difference between actually used toolbar
layouts of galeon users right now is wheter they do have a "new
tab/window" button or not, and maybe the zoom control.
So most (let's say 99%) of the users probably won't need to change
anything then. Right now i guess that >10% of the users would like
different menus and toolbars.
