I misunderstood when I replied to this first time. You are not obviously
referring to Personal Toolbar, because you dont know Personal toolbar is
there ;)
As I said I believe this pref should be reintroduced, I was actually not
very keen even when all on the list all seemed to agree removing it.
If you are bored please post a bug about it.

(In the meantime you can set to use just icons for all apps in the gnome
prefs, if you dont mind other apps to not have text)
