The instructions are still ok (if you refer to INSTALL). The patch is
probably outdated. It's pretty hard to keep it up to date. Anyway
blizzard will commit gtkmozembed changes soon I think, then it will be
easier.

Anyway, if you like to get feedback, try with something nicer than "Why
the hell have them there if they don't work?".
