I think you've heard this before but probably forgotten about it ;).

Its used for overriding the page-supplied or auto-detected charset of
the currently displayed page. 
Pages needing this treatment are quite common in the Cyrillic world in
which we have at least 3 different widely used encodings.
I would imagine its needed in the same way for Chinese, Japanese and for
all the badly formated non-latin web thats out-there.

Its a "fix" thats used intermittently and per embed so its not advisable
to be moved to a more global location.

Imo the encoding menu should stay exactly where it is. (as in most other
browsers).
