I don't think this may be such a "global truth". I personally know a lot
of users that are native English speakers and in some cases even have
some degree in English, but at the same time don't care about technical
problems or technical details with computers. Also, I know many users
that fit in the "advanced" and nerdy category that play with computers
for fun most of the day, but still prefer using localized versions,
either because they're used to those (know what everything is called in
the menus) or because they think that their English knowledge is
lacking.

Really, if some parts of the user interface (such as some dialogs) isn't
localizable, then that's a serious bug no matter what. I don't see how
any of that relates to this discussion.
