There is a bug at the moment, I believe you first need to left click on a frame before right clicking to get the context menu: http://bugzilla.gnome.org/show_bug.cgi?id=149566 If you don't left click, then the currently focused document is the toplevel one, so those frame operation act on the entire page, not just the frame you clicked in.
