Yes, look in the View menu, there are a couple of options,
e.g. Fullscreen. If that's not quite what you want, start gconf-editor
and look in /apps/galeon/UI/Windows, there are a couple of options for
normal mode and fullscreen mode.

I don't think so. Mouse gestures are possible (e.g. right-click+
left-move to go back), but as far as I know multi-click gestures are not
possible .
