menu + cookie confirm dialog => z-order bug

I would just file a bug report for this issue, but I couldn't find any
bug reporting instructions at galeon.sourceforge.net.

If you have the default policy for cookies set to "ask", there is a kind
of race condition that can lead to an effective UI lockup.

Step 1: In Edit->Preferences, under Privacy, enable "Warn before
accepting a cookie"

Step 2: Go to any website with at least one off-site link, such as
Slashdot.   The off-site link bit isn't a requirement, it just makes it
easier to repeat this behavior.

Step 3: Open a link with "Open in New Tab" or equivalent, such that the
link is followed in the background.  The link should be to a site that
wants to set a cookie for which no site-specific policy has been set by
you.

Step 4: Quickly open any menu on the Galeon menu bar while the site is
loading.

If your machine and/or connection is slow enough, the cookie accept/deny
dialog box will come up after you open the menu.  The input focus is
then directed to the dialog.  However, the menu may obscure the dialog,
since the stacking order of the menu is higher than the dialog.  If you
are really unlucky or pick a larger menu to open (like the Bookmarks
menu), the menu will obscure one or more of the dialog controls and make
it impossible to actually select the control that you want.  Just
pressing "enter" and accepting the default is one way out of the
lock-up.

I have been bitten by this behavior when using the Metacity and xfwm4
(from the Xfce project) window managers in a GNOME environment.  I am
using Galeon version 1.3.18, from Debian Sid.
