AFAIK this is now consistent with rest of Gnome desktop - ^O opens
file. But ^L will bring you into address input line, even if surrounding
toolbar is hidden (and than possibly hides it back).

Don't remember, if it's the same, but there is "Add Tabs as Folder"
in the bookmarks menu, and then bookmark folders have "Open Folder in
Tabs" in their context menu (I think this is even invoked when folder is
double-clicked in sidebar).

You can accomplish this globally, or just for Galeon. In
gnome-ui-properties you can set toolbars style globally. Local Galeon
setting is accessible only through gconf - look for
"apps/galeon/Toolbar/toolbar_override_style".
