Display of extended Latin-1 characters

A little problem with a new setup of galeon 1.3.20 under Debian
Sarge. 

In a text viewer, I see: "Justiça e Paz". In galeon, I see
"Justi\ufffda e Paz". The \utffd is what pastes here from copying a
small rectangle containing four letters, which are used to disply
unintelligible characters.

Under Edit-->Preferences-->Fonts, the Encoding is "unicode." Changing 
it to "Western" has no effect. Under File-->Properties, it reports
that MIME-type is text/html and the Encodeing is UTF-8.
