/apps/galeon/UI/Tabs/tabbed_{separator,prefix,vowel}[0] appears to do
some of this.

/apps/galeon/UI/Tabs/tabbed_closebutton[1], perhaps?  You can also set
tabbed_closebutton_insensitive, which apparently adds a close
button on the current tab only.
