As has been said many times before on the list, Galeon 1.3 is a complete
rewrite of the browser, and as such, many features just have not yet
been implemented.  As they are proved to be useful, the developers will
add them.  Bear in mind that Galeon's developers are primarily trying to
just write a better browser that serves their needs better.  Therefore
if you find ways that galeon is lacking you should submit patches that
add these features, or fork the code.  If, as you say, galeon appears to
be targeting above-average users, then perhaps this is a reasonable
thing to ask.

Personally I like the current state of Galeon 1.3 as far as
configurability goes.  I think it strikes exactly the right balance.
And yes I consider myself not to be an average computer user.  You are
free to fork the galeon code and write your own personal browser.  Or
check out gecko-sharp.  Maybe if galeon ever disappears I'll implement
my own personal browser in C#.

Those who complain the most about galeon often speak of KDE and even
Windows.  Those of us who work with Macs on a daily basis and tend to
love Gnome seem to quite like galeon.  Seems to be an informal
correlation.
