I personally find this 'feature' to be annoying. Try this:

  1. Click on a tab to activate it.
  2. Press the up or down arrow key to scroll the page.

I think most people would assume that once a tab is clicked the page is 
selected for scrolling. With Galeon, the *tab* is selected. When you press an 
arrow key, the tabs are scrolled rather than the page.
