I could see that it could get annoying, but it doesn't have to be IMO.
It all depends on which part of the window has focus.  If you have
accidentally double-clicked the tab (either at the time or soon before)
then the focus in on the tabs and arrows will move between tabs.  If
this happens then just click anywhere on the web page to give focus back
to the page and then all arrow scrolling will be normal for that page
and any other tabbed page you select after.
