Which settings are those? If my Galeon behaved as you described, I'd be quite 
satisfied. I'm using 1.3.21, by the way.

I think the problem might be related to the fact that I have my tabs running 
down the left side of my windows instead of along the top. This means that 
when I press the up or down arrows I scroll up and down through the tabs 
(since they are arranged vertically).
