Sorry I wasn't clearer. One process; two windows.

Not so here. Each window has its own one tab. That is, if I have two
galeon windows displaying different web pages, under "Tabs" for each
galeon window, only one tab is listed and it is the page that window
displays. 

I have javascript enabled (the default). I could try to disable that
except when it is needed.
