I don't have anything to add as far as the 3.1 roadmap is concerned. 

I see what you're getting at with the admin UI. Do you envision an admin toolbar/menu like Drupal and Wordpress provide?

My only concern on dropping the admin theme is the impact on mobile users trying to run admin tasks. I don't know, maybe this is an edge case. Based on my experience I think mobile admin is moving away from the edge. Relying on overlays and dialogs seems to complicate responsive design approaches and favor a separate admin UI. Drupal's overlays are almost unusable on iOS 6 phones.
