Shared hosting - no shell

Greetings All,

I'm an htdig newbie with a client who's very frustrated trying to get 
htdig working in a shared hosting environment with no shell access.

The web host has installed htdig, but we're only getting the index page 
returned in results. 

Here's the form on one of our pages:

<form method="post" action="../cgi-bin/htsearch">
<input type="hidden" name="config" value="twobitscom">
<input type="hidden" name="restrict" value="">
<input type="hidden" name="exclude" value="">
<br>
Search:
<input type="text" size="30" name="words" value="">
<input type="submit" value="Search">
</form>

Our conf file (twobitscom.conf) has these entries:

start_url:        http://www.twobits.com/
limit_urls_to:        ${start_url}

Thanks for any tips anyone has for troubleshooting this.
