No, of course not, the point of having versioned releases is to have a  
point in time where you can say "Here is a set of features, with given  
bugs fixed" that people can look back at.

Consider this change history for WWW::Mechanize:

http://search.cpan.org/src/PETDANCE/WWW-Mechanize-1.52/Changes

Each of those released versions includes many check-ins, but now you  
can say "I know exactly the state of the software as of version 1.24"

I think the adoption of tidy would skyrocket with that.
