Release 1.7 ready

Dear httpunit developers,

from my point of view the 1.7 release is ready and 
should be done at this point. 
I've added the list of contributing devlopers and put 
the subversion log into the release notes. 

756 testcases are available of which 755 do run at this 
time. You might want to comment out the noscript one or 
decide whether it needs fixing before  the release (e.g. 
by picking a neko version that will run with this).

I have posted a message to the htmlunit folks that their 
assumption of october 2007 that httpunit is not 
developed any more is wrong. 

I'v assigned the tracker items around the build problems 
that some people had with 1.6.2 to Russell - if these 
should be out of date you might want to close them.

Currently the lib/httpunit.jar part is not in the 
subversion repository. I think we should make a preview 
of the jar available for download now. 

our Tracker statistic at this time is:

To get the open bugs down to zero will still take a 
while but it's feasible.

I'll have to sign off for a few days now i need to work 
on another project until mid next week.
