most recent lynx?

Hi Folks,
I am helping the New York City board of elections troubleshoot a bad html 
link on their request ballot page.
Going to suggest they get the  most current lynx for their test system, if 
they cannot  use Linux.
I recall a recent update, of the dev package and so forth.
  What is the most recent, and can someone supply  a direct link, please 
without requiting my post on top?
Will make it easy to share that way.
