No, I mean that if a request comes in for /docs/1.8/, then 
/docs/1.8/dhandler can respond. If it comes in for /docs/1.8 (not the 
omitted final slash), then /docs/1.8/dhandler will not respond.

Doesn't that prevent dhandlers from working? I want /docs/1.8/ to work, 
but /docs/1.8 to redirect to /docs/1.8/.
