We have a decline_dirs parameter that works fine except in the case of a
directory URL with no slash at the end. We should just make it work. It's
easier for people than reordering their Apache modules or using another Perl
module.

It's also theoretically possible to change decline_dirs on the fly, e.g.
only for certain parts of the URL tree.
