[PATCH] Typo in CGIHandler 1.31

Mason 1.31 *almost* fixes the CGIHandler problems (thanks Dave!) but  
a teeny typo means that it still never uses a custom out_method in  
CGI mode.  (And so HTTP::Server::Simple::Mason / RT-standalone still  
can't work with 1.31.)
