I think a better solution to this would be to simply upload it to CPAN. 
I'd suggest naming it something like MasonX::ApacheHandler::UserDir.

Adding it to the core code seems like a recipe for neglect, since AFAIK 
none of the core devs have any use for such a package, so it's unlikely 
it'd get much attention.
