ApacheUserDirHandler.pm

Greetings,

I maintain the Mason package in Debian, and a user recently suggested
that I submit our ApacheUserDirHandler.pm (written by Steve Haslam and
now updated by Derek W. Poon) to upstream to see if you wouldn't be
interested in including it in your official release, given its potential
utility to users of other platforms.
