Report as spam would be something i'd accociate with the bottom, not top toolbar
(in a Mail system for example)...

See my other mails, this about matches the distinction I have proposed, with the
"top" toolbar holding operations that apply generally to the current node, while
the "bottom" toolbar contains operations that apply to the current "view".


Still there are questions I ask myself (apart from what I wrote in the other mails):

The visualisation you show there is nice for OpenPSA, but we need something much
more general that can be integrated into on-site administration easily.

Also, I wonder what happens if topic management specific operations start to be
added to the "top" toolbar. I'm not even sure if this is a good idea, or if we
should have another toolbar called "admin" or the like that holds stuff external
of the current component which does what the topic admin class of AIS originally
did.
