Webboard: Problem with national chars in URL

Now i can see my description wasn't precise. Sorry for this.

First of all, database is in utf8, system locale are utf-8 too. This is declared in indexer.conf.

I tried to index site http://joemonster.org/ . On page: http://www.joemonster.org/bojownik/zorkus , in body, there is broken url: http://może kiedyś...

Indexer treats that text as a correct url next "do something with it", appears strange chars and next indexer tries to do select with this strange chars. Postgresql rejects char: ▒ and indexer quits with pqexec error.

I hope this description is much exact andusefull:)
