It's primarily a matter of needing to have fonts installed which have
the glyphs for those characters. Allen Wood's "Unicode fonts for Windows
computers" at http://www.alanwood.net/unicode/fonts.html is very good.
The ranges needed for those glyphs are "Supplemental Punctuation" and
"Katakana".
