There are two system wide configuration files: /etc/operaprefs_default.ini Default settings for Opera configurations; may be overridden by the operaprefs.ini in a user's personal configuration directory. /etc/operaprefs_fixed.ini System settings for Opera configurations; cannot be overridden by users. However if you are packaging your own version of Opera for a distro I personally would not make the change there but instead do it via a custom directory included in the package itself. This is how Opera Composer on Windows and Mac works.
