Kind-of.

Long time ago, we requested everyone to sign agreement with us if they
wanted to distribute Opera - Canonical cared, so they signed it and
Opera was in their repositories for a while.

Then someone decided to change wording in our EULA to NOT allow
redistribution at all - since it was legal grey area to distros, almost
all of them dropped Opera. When desktop team learned about this, we
insisted on modifying our EULA once again (that's why there is separate
EULA for unix now). So, now we explicitly allow distributions to include
Opera in repositories, but we are struggling to get back in.

AFAIK we are back is in repositories for FreeBSD, Gentoo, Arch, Slackware.

We are in process of being reviewed for inclusion in Fedora/rpmfusion (If
we have anyone from fedora packaging community who is willing to be my
mentor, then contact me, please).

I don't know if there is anyone, who wants/tries to package Opera for
Debian/Ubuntu.
