It is very easy.

Download the .tar.bz2 package (eg opera-11.50-1074.i386.linux.tar.bz2). Unpack it and enter the unpacked directory. There is a file/script in that directory called 'install'. You have to tun that file/script in a console/terminal window:
> ./install

If you want to install opera outside of your home folder (/usr/local is default) you have to run the script as root or with sudo (sudo ./install).
The installer asks for the path where to install the binaries and other files.
It even asks for the installation binary name, which is very good since you can have several versions of (same or different) opera installations at the same time. Your home .opera folder also will be named according to the name you give.
