Yes, it is pretty annoying.  I suspect the real problem is that this is
really hard to do right.  Measured network speed necessarily depends on
so many factors, any of which could cause it to look slow (maybe the
server has a bad day...).  This wouldn't be such an issue if we could
assume that the network speed changes very seldomly.  Unfortunately,
that's a bad assumption in precisely those cases where automatic
switching is most useful.

Probably true.  Maybe even worse this way, since fast measured speeds is
a proof that the network is fast, whereas slow measured speeds isn't
really proving anything.

I doubt it.  Besides, as long as it doesn't work very well, it may be
changed at any time.
