Shipping choices by country

Is this a built in feature a contribution mod or non-existent -- Shipping choices based on country customer lives in. We currently offer regular mail and FedEX to most places but a couple countries we have had terrible problems with regular mail for them we only offer FedEX. Can the OSCommerce system do this type of thing? Shipping choices dependant on customers shipping address.
