GLP allow for a nonimal fee for the distrubuton of code.

The GLP allow you to modify and distribute your copies with conditions:

Read fully the GLP licence that is included with OSC and most MODS.

It would be perfectly OKAY for ISP to charge for coping the code (ie: installing) onto a server.  Many ISP do - often it is included in a PACKAGE and is installed though a Control Panel or such.
