It doesn't have to be an either/or thing.  If someone wants to take the time to design a pnAPI wrapper for it, they are always welcome to do so.  By their nature, milestones are good times to do that.  However, it is unlikely that OSC is going to support the pnAPI to the extent of requiring people to use a pnAPI program to make changes in the same way that they require Cascading Style Sheets now.

A better idea is to start thinking about how MS3's [url=http://www.oscommerce.com/community/workboard,48]Template Structure Implementation[/url] can be generalized to make it easy to add pnAPI (or other template managers) hooks to OSC.  Properly done, this would make adding pnAPI support as simple as adding a new shipping method.  

No general code freeze needed.  Just development of an interface that will be stable over the long term.  This is another reason to support the push for increased use of classes.  Classes are designed as a tool for creating this kind of black box interaction.
