But I the reason most contribution don't has more to do with the nature of the contributors than anything else. I would guess that most of the contributors are not experienced software developers, they're hobbists who likely don't even know that they don't know how to create a patch file. You've got three problems to solve, one getting people realize that patch files exist, two getting them realize that they're good and three getting them to learn how to make them.
