[phpOpenTracker-User] installing phpopentracker

I hope you don't mind a question from a newbie.I am having difficulty installing phpOpenTracker. No doubt this is due to the fact that I am new to this. 

Pear is not installed on my account so I am attempting to install by hand. I unpacked the .gz file with:

tar  xvzf phpOpenTracker-1.2.2.gz. I then set the db type to mysql and ran the SQL dump to create the db and tables. Everything seemed to work fine up to this point. But after this point, I am not sure what to do next. 

For example, I am not sure what url I should enter to access the phpOpenTracker install? Nothing I have tried has brought up anything but a blank page. 

I intend to use the software (invoked as a web beacon) on another site. Is there anything special I need to do to set this up? 

I realize these answers are probably in the manual, but out of ignorance I don't understand them.
