I have since ditched tzo and deleted all my tzostamps dirs.  So I did
the following to reproduce the problem.
 
In configure I set the ignore directory to “ignoretest” (without the
quotes) and clicked save
I then created an ignoretest dir in my root folder
I then browsed to it in pixory ‘admin’ (is that the correct term?) and
was able to see it
 
No matter what I tried I could not get it to be ignored.
 
I then created a functiontest folder in my root dir and moved the ignore
test folder under that.  I then moved the 4 xp sample pics into the
functiontest/ignoretest folder.
 
I then responded to one of your other emails…. And 10 minutes later came
back to this
 
In admin went to functiontest and the ignoretest folder still showed,
making the pics in that dir unviewable.  
 
Making pics viewable in folders with other folders is the only reason I
have ever used the ignore dirs functionality…. Of course a better
solution would be to make pics ‘operational’ when there is a folder in
the same folder as them :-)
 
If you can send me some form of private communication I can give you
access to my admin if it will help.  Private email is fine, and then I
can give you my IM ID’s.

It works for me in 3.1, but my testing has hardly been exhaustive.
