If you check out: http://www.servlets.com/isps/servlet/ISPViewAll, you
will see some hosting providers offering < $10/mo plans (like
http://1sitehost.com/).
Another option would be a PetitLinux virtual server from
http://www.jvds.com. That starts at $12.50/mo.
I have seen nothing that matches NearlyFreeSpeech.net's pricing for
low bandwidth sites. Once you pass about 10-20G of transfer per
month, it becomes more cost effective to look at a dedicated server,
or some more advanced hosting plan.

Unless the libs are already resident on the machine, you are unlikely
to convince then to install them.
