There were no changes in anything related to thumbnailing in the 3.8
->3.9 upgrade.

I just installed Pixory 3.9 into XP Pro and tried to reproduce your
problem, without any luck. Everything worked fine for me. So I think
it is somehow related to your environment.

Can you take a look in the log file, <pixory>/log/pixory.log, and tell
me if there are any warnings in there? There should be something in there.
